Attacks by state forces have historically targeted progressive organizations and individuals. Activists all around Cordillera have been subjected to red-tagging in the last six months, whether online, on the ground, disguised as educational events, or even worse, Dumanun Makitungtong.

There will be no calls if the needs of people are met, no one will line the streets if the government is doing their jobs, and no one will shout at rallies if there is no one silenced.
